I bought two RoC Joes off of ebay recently - a Storm Shadow and Snake Eyes

Now as far as I can tell, these two figures were never advertised over here, and I don't recall ever seeing them in stores. Looking online they seem to be available from European sellers, but not American ones. So did these two figures only make it out in Europe?
